The Riyadh Metro project is a consortium led by Bechtel which includes Almabani General Contractors, Consolidated Contractors Company and Siemens. The consortium will be responsible for the design, construction, train cars, signalling, electrification and integration of Lines 1 and 2 of the new Riyadh Metro system. Line 1 will stretch from north to south across Riyadh, covering 24 miles (38km). It will include 22 stations and four transfer stations where it will connect with other new metro lines. Much of Line 1 will be underground. In contrast, Line 2 will be built mostly on a raised strip in the median of the planned freeway. This line will run east to west and will extend more than 15.7 miles (25km) with 13 stations and three transfer stations. The new lines will feature stations powered by renewable energy and fully automatic trains. The contract is the largest engineering, procurement, and construction (EPC) contract in Bechtel’s history and these lines, along with four others, will form the backbone of Riyadh’s new public transportation network. **** **Purpose of the Job** + Plans and co-ordinates the engineering work. Has full technical responsibility for interpreting, organizing, executing, and coordinating engineering-related issues. + The post-holder is responsible for acting independently on engineering matters. **Principle Accountabilities** + Directs and provides technical and administrative guidance to assigned project and/or discipline engineers in the management of all the engineering activities. + Generates and maintains engineering staffing plan; + Keeps informed on the status of all engineering issues involving assigned personnel with respect to schedule, budget, work quality, and client satisfaction, and contributes leadership, experience, and expertise in the solution of difficult problems; + Inputs to and owns the engineering elements of project capital estimate quantities and budgets. + Managing workflow, supervising and tracking progress and managing and maintaining change control process. + Review major changes or deviations in project scope, project material quantities, budget, or schedule, and assists particularly with defining the change, obtaining accurate estimates of the hours involved, and recommending budget adjustment; + Providing guidance, direction and briefing to the design contractors. + Champions the creation of a work environment, supported by leadership that fosters openness, trust, communication, teamwork, empowerment, innovation, and satisfaction on the project and program + Establishes the engineering execution plan with the following objectives: + The project/program is executed in accordance with engineering department procedures; + technical risk assessments are comprehensive and complete; safety practices are implemented; and + Statutory and company specific design reviews are undertaken and are in accordance with quality assurance (QA) procedures. + Identify and manage the programme engineering budget along with providing support information determining the overall programme budget. + Ensure professional, courteous and cooperative relationship with team members and stakeholders; establish a work environment in which trust and respect is highly valued. + Provide support and guidance to Assurance and Engineering Safety Management activities; supply relevant material for verification, validation, compliance and acceptance. + Take responsibility upon own and others’ health and safety, and of those who may be affected in the day-to-day delivery of this role by taking personal responsibility for working to the project principles. **Job Skills, Experience and Qualifications** **Essential** + Chartered Engineer + Relevant successful experience of Engineering Management, railway engineering and stations implementation. + Membership of an appropriate Professional Institution. + Experience of large programmes / projects. + Experience of leading railway engineering design & development works. + Project Safety Management + CDM competence, risk assessment, internal & external auditing competency. **Desirable** • Six Sigma Champion **Personal Skills and Experience** + Degree (or equivalent) in Civil/Structural, MEP Engineering. + The successful candidate requires engineering management, railway engineering design coordination and management of civil designs. + Good communication skills and English fluency. Spanish would be an advantage. + Good interpersonal skills with proven ability to manage and work effectively as part of a multi- disciplined team. + Ability to interface with railway domain specialists, design managers and construction project managers, in a competent professional manner. + Broad experience of the application of rail engineering to major infrastructure projects. + Knowledge of Systems Engineering Management as applied to major railway infrastructure projects / technology development and implementation projects. .
